Software we've built since 2013
OceanDisc has built and operated software for federal agencies, international development programs, and private clients since 2013. That work includes systems delivered under larger federal contracts, platforms built and operated for more than a decade alongside MetricsLed, two commercial products, and engagements we run directly for our own clients.

United States federal systems
OceanDisc delivered four federal engagements as the engineering team on contracts held by Nsite LLC of Fredericksburg, Virginia.
For the U.S. Forest Service, we moved the Recreation Information Database, the store of recreation-area data behind Recreation.gov, out of the incumbent's hosting environment without breaking its agency feeds or its weekly exchange with the reservation service. Then we modernized it in place: a rebuilt schema, media uploads, richer data for the public.
For the Department of Defense, we worked on full software development and delivery for JLLIS, the department's system of record for lessons learned: design, development, testing, and release management for the Army, Air Force, SOCOM, and NATO instances, with builds packaged separately for unclassified and classified networks so no installation required cross-domain handling. At the Army's Peacekeeping and Stability Operations Institute, we supported SOLLIMS, the lessons platform for peace and stability operations.
And at Health & Human Services, we built the database layer behind the department's public acquisition forecast, together with the workflow contracting officers then used to review acquisitions for small-business set-asides.
From the beginning, Section 508 accessibility and release discipline strict enough for classified networks have been core to our engineering practice.

International program platforms
Since 2015, OceanDisc has worked with MetricsLed, a UK firm that designs and manages technical assistance and grant programs for government and institutional funders around the world. What started as one platform has grown into more than a dozen, now running in more than twenty countries, and the collaboration is still active today.
The platforms range widely. Scholarship management that carries applicants from more than 150 countries through selection, award, and alumni life. A management information system that independent verifiers have audited a national health program against, year after year. Field-monitoring tools that move geotagged evidence from site visits to the dashboards of funders who cannot travel where their money goes. An operations platform that has supported a government's standing humanitarian surge capability since 2017.
Several of these programs run where access is hard and data is sensitive. The engineering reflects it: source protection built into the data model, and field tools that keep working when the connectivity doesn't.

Product engineering
That collaboration also produces commercial software. MetricsLed DEPLOY and MetricsLed PROJECT are MetricsLed products we engineer together, and both are listed on the UK Government's G-Cloud framework.
MetricsLed DEPLOY manages rosters of deployable experts: member records, deployment tracking, time and expenses, and the availability forecasting that standby contracts depend on. It has been in continuous development since 2013.
MetricsLed PROJECT has carried grant and program delivery for the aid sector since 2019: application intake, structured review, indicator reporting, and financial control in one audited system.
Product work is a different discipline from contract delivery. A multi-tenant platform with a decade of paying customers leaves nowhere to hide a shortcut, and we carry that standard back into everything else we build.

Direct engagements
Clients also hire us directly to design, build, and run systems end to end, among them the operations platform behind a national delivery network and years of e-commerce modernization for a family-owned distributor. When we're the only firm in the room, the discovery, the delivery management, and the long-term support are all ours, and those engagements have run for years on that basis. Commercial users also keep us sharp on usability, because nothing obliges them to keep logging in.
